Which is better stewardship of church resources?

Which is a better use of Kingdom resources: saving a dead/dying church or starting a new vibrant church?

Maybe the best use of resources is to encourage dead/dying churches to actually start new churches. Many such churches have plenty of unused resources. The whole process could revive the existing church and plant a new growing church.

Sure, such churches may feel like they are being used — and the truth of the matter is they are being used. Not abused but USED… used to do that which they should have been doing for a long time.
